Enhancements to the VotePlugin

I temporarily maintain these in my HG Repository for the VotePlugin till I can incorporate them into the NextWiki distribution.

I added:

• A way to refer to votes defined in another topic. This is useful for Ratings, where you have one rating per topic, but want to have summary pages showing a dashboard of all the topic, with their ratings
